Mr. Lim (Republic of Korea) is the Secretary-General of the International Maritime Organization (IMO). 

Born in Masan, Mr Lim graduated from the Korea Maritime and Ocean University (KMOU), Busan, and worked on ships before joining the Korea Maritime and Port Administration in 1985. From 1986, Mr. Lim participated in the Republic of Korea delegation to IMO meetings. In 2006, he was appointed as Maritime Attaché, minister-counsellor at the Embassy of the Republic of Korea in London and served as Alternate Permanent Representative to IMO until August 2009. Mr Lim was then appointed Director General for Maritime Safety Bureau at the Ministry of Land, Transport and Maritime Affairs (MLTM).  In 2011, Mr. Lim was appointed Commissioner of the Korean Maritime Safety Tribunal (KMST).  In 2012, he became President of Busan Port Authority, until January 2016 when he took up his appointment as Secretary-General of IMO. Mr Lim holds master’s degrees from Yonsei University, and the World Maritime University (WMU).

Steve is the Group Commercial & Business Development Director for Veritas Petroleum Services, responsible for the development and implementation of VPS global commercial strategy, since joining the company in July 2016,


Graduating from Northumbria University with a BSc (Hons) in Applied Chemistry, Steve worked as an R&D Chemist for BNFL, ICI and Sanofi-Aventis, before joining Anachem Ltd, in a commercial role within laboratory instrumentation in 1997.


Progressing his international commercial career, Steve moved from technical sales to Sales & Marketing Manager, before becoming the General Manager for a1-Envirotech, gaining formal business management qualifications and awards along the way.


Steve joined Lintec Testing Services Ltd, a subsidiary of Intertek, as Operations & Key Accounts Manager in 2007, before becoming General Manager of Lintec in 2011, then Director of Intertek ShipCare in June 2012, a role held until joining VPS.

Constantinos Capetanakis

Constantinos studied Law in Greece (LLB) and England (LLM in Maritime Law - University of Southampton). He is a qualified Greek lawyer since 1997 and English solicitor since 2002.

From 1998 to 2002 he was the Legal Counsel of Excel Maritime Carriers, a Piraeus-based shipping company listed in NYSE. From 2002 to 2004 Constantinos worked as a marine litigation solicitor at Holman Fenwick & Willan, both in London and Piraeus. Between 2004-2013 he was a shareholder and Director of Quantum Shipping Ltd., a shipping company of Constantinos’ family interests, where he was responsible for the company’s investment strategy as well as for all legal, commercial and managerial issues.

In 2014 Constantinos joined Starbulk, serving as General Manager of a number of private vessels and subsequently as Executive Vice President - Control Director of the group’s procurement arm, Ship Procurement Services SA. Since 2019 Constantinos is serving as Starbulk’s Bunker Director, responsible for bunkering procurement / strategy and Starbulk’s cooperation with bunker industry stakeholders.

In 2020 Constantinos was, for the first time, a candidate in IBIA’s Board elections and got elected as IBIA’s Board Member.

Timothy started his career as a Consultant at PricewaterhouseCoopers first in London and then in Madrid, in the Valuation & Strategy department, focusing on M&A transactions. He then got his MBA from INSEAD and later on joined the A.P. Moller Maersk Group in The Netherlands as a General Manager, focusing on New Terminals acquisition and development. In 2010 Timothy joined his family business, Fratelli Cosulich, where he sits on the Group Board of Directors and holds the role of CEO - Marine Fuels.

Fratelli Cosulich is a diversified Group founded in 1857, fully owned by the Cosulich family, now at its sixth generation. The Group is active in a number of aspects of the Shipping Industry, from ship-owning, to ship-agency, freight-forwarding, catering, manning, yacht-services, and marine fuel trading and supplying. Fratelli Cosulich has offices in 15 countries, approx. 1,000 employees worldwide and a yearly turnover of USD 1.9bn.

Welcome Address

Unni Einemo joined the IBIA secretariat in April 2016 as its IMO Representative, Media and Communications Manager after two years as a non-Executive board director. She was promoted to Director in order to serve as the global head of the Association in September 2018 following a unanimous decision by the board of IBIA.

Prior to joining IBIA, she worked for two decades as a journalist and analyst in the marine fuel and shipping industries in her capacity as Managing Editor for the highly regarded Bunkerworld and Sustainable Shipping specialist news services at Petromedia, and later Platts, which acquired Petromedia in July 2015. She has gained expert knowledge through engaging with industry, attending numerous maritime and energy conferences, and regularly attending IMO meetings, and has herself become a sought-after speaker at industry events. In 2018, she was named among the “Top 10 in regulation” in the Lloyd’s List annual most influential people in shipping series.

Trevor Harrison is a full-time maritime arbitrator and mediator, with particular expertise in bunkering.  He is a barrister and was Head of Legal at Tramp Oil & Marine; previously he worked for a P&I club and a marine consultancy.


He is a Full Member of the LMAA, on the SCMA Panel of Arbitrators, a member of the Baltic Exchange, MCIArb, a CEDR accredited mediator, a Baltic Exchange-LMAA Mediator Panel member and a past director of IBIA. In 2011-12 he was also part-time Chief Executive of IBIA.


Trevor lectures regularly on maritime matters and dispute resolution and is the author of the book Legal Issues in Bunkering.

She completed her Phd in De Montfort University after she graduated from Cass Business School, MSC Shipping,Finance and Trade.


On 6 June 2017 at the BIMCO General Meeting in Rome Sadan was elected as President Designate of BIMCO thereby becoming the first woman to reach that position.


Sadan Kaptanoglu is the chairperson of TURMEPA and vice president of INTERMEPA. She is vice chairperson of Turkish Chamber of Shipping as well.


Sadan is the first winner of Seatrade young person of the year award in 2008.

She is married, has two daughters.

Charis Plakantonaki is the Chief Strategy Officer of Star Bulk Carriers Corp., the largest US listed dry bulk shipping company.
Before joining Star Bulk in 2015, Charis worked at Thenamaris (Ships Management) Inc. for seven years, initially as Strategic Projects Manager and subsequently as Head of Corporate Communications. Prior to Thenamaris she was a Senior Consultant at the Boston Consulting Group where she managed strategy development projects for multinational companies across different industries.
Charis received a B.S. in International & European Economics & Politics from the University of Macedonia, where she graduated as valedictorian, and a Master in Business Administration from INSEAD.
She is the Vice-Chair of the Clean Shipping Alliance 2020, and she also serves on the Board of Trustees of the Anatolia College in Thessaloniki and on the Advisory Board of the Blue Growth initiative.

Alexis X. Rodríguez Almanza

Mr. Rodriguez was Professor of International law and international conventions on maritime issues, pollution and climate change at Catholic Universidad Santa Maria La Antigua in the areas. He was also visiting Professor at Sergio Arboleda University in Santa Marta, Colombia.


In the public sector he worked at the Panama Maritime Authority as Head of Compliance and Enforcement Department and at the National Environmental Authority as Director of the International Affairs Office.


Alexis Rodriguez has also worked in non-governmental organizations focused on environmental conservancy and has participated as speaker / moderator at International conferences related to environmental and maritime sector.


Currently, as a specialist in environmental protection in the Panama Canal Authority, seeks to strengthen the environmental policies of the Organization, in order to enhance The Panama Canal Route as the Green Route of the international maritime industry.

Charlotte Røjgaard has an MSc in Chemical Engineering and is the Global Technical
Manager for Bureau Veritas Marine Fuel Services.

Charlotte joined Bureau Veritas in 2015 and has been instrumental in strengthening the
company’s expertise in accurate testing and inspection of marine fuels and bringing
VeriFuel - the new Fuel Testing Program - to market. VeriFuel is designed for today’s
marine industry and sets the standard in marine fuel testing. Developed by a team of
industry experts on both the user and vendor side of the submitted sample market, the
program has been designed to meet the challenges faced by vessel operators in today’s
complex and busy environment.
Charlotte also represents Bureau Veritas Marine Fuel Services at conferences and key
industry committees, such as ISO 8217/TC 28/SC 4/WG 6 and CIMAC WG7 Fuels for
which she is currently the secretary.

Jesper Rosenkrans

Jesper Rosenkrans is the Global Sales and Business Development Director for TOTAL Marine Fuels Global Solutions (TMFGS) in charge of all commercial and operational activities for both conventional and LNG marine fuels worldwide. He was previously the General Manager for TMFGS in Geneva, responsible for all conventional bunker activities in Europe and Africa. Jesper joined TOTAL in May 2018 after 10 years across a number of roles at the AP Moller-Maersk Group. His experiences include business development, bunker sourcing, and leadership roles within fuel and crude oil trading. Jesper holds a MSc in Economics from Copenhagen University and a Bachelor degree from Gettysburg College, USA.

Cem Saral is the CEO of the Cockett Group (www.cockettgroup.com), one of the world’s leading resellers of marine and petroleum products and services and has over 20 years of industry experience on marine fuels and fuel oil trading.

During his career Cem has been employed at various key trading and management roles by leading oil trading and marine fuel oil companies. He has a wide geographical coverage and direct working experience in Europe, Asia, US, Far East and the Middle East.

Having worked extensively at both marine fuels and fuel oil trading industries, Cem has a sound understanding of the entire fuel oil supply chain and physical trading on a global basis. As a further value-add, he has had the opportunity to employ these direct trading experiences into areas of business development, management and strategic M&A activities.

Prior to joining to Cockett, Cem was last employed as a fuel oil trader by Vitol, one of the world’s leading energy and commodity trading companies (www.vitol.com) and 50% shareholder of the Cockett Group. 

Cem holds a BSc degree in Operations Research from Turkish Naval Academy and throughout his career he has attended a wide range of programs on trading, risk, finance and management.

Bob Sanguinetti

Bob Sanguinetti was born and raised in Gibraltar. After graduating from Oxford University, he served in the Royal Navy for almost three decades, rising to the rank of Commodore. The former mariner served at sea and commanded two Royal Navy warships and a multinational coalition Task Group before working at the Ministry of Defence in a number of strategic roles. His last job in the military was as Head of Intelligence at the UK’s National Operations Headquarters in North London.
He assumed the role of CEO of the Gibraltar Port Authority in May 2014. During his tenure, the Port of Gibraltar saw the reversal of a downward trend in vessel traffic and activity in most sectors through a series of initiatives aimed at improving efficiency, strengthening relationships with the local port community, and driving through a robust marketing and engagement plan with international ship owners and operators. He served on the board of the International Bunker Industry Association (IBIA) from 2016 to 2019, and is currently a Council Member of Maritime UK.
Bob Sanguinetti was appointed Chief Executive Officer of the UK Chamber of Shipping in July 2018. His role includes responsibility for the UK shipping industry’s relations with government and other relevant bodies (national and international) on all fiscal, economic, employment, safety and environment, security and other issues. He is a Younger Brother of Trinity House, a Freeman of the City of London and a Liveryman of the Worshipful Company of Shipwrights.

Capt. Demostenes Sanchez Torres

Demostenes Sanchez Torres is a Nautical Science Engineer, with a title of Master unlimited; also has a postgraduate degree in Higher Education and a master's degree in Port Management and Intermodal Transport from the Universidad Pontificia Comillas of Madrid, Spain and from the International Maritime University of Panama, in the field of energy efficiency he has obtained certification with the United Nations Organization.

He has completed training courses with the United States Coast Guard, in inspections on passenger vessels and gas tankers, among other courses.

have worked as captain in international waters for tankers, tugboats and cruise liners.

In the educational field, he has been a professor for higher level of engineering and master's degrees in various public and private universities.

has extensive experience in the maritime sector; he has served as manager in maritime services companies in the private sector, ship inspector, maritime accident investigator, Quality and Safety Management auditor, as well as nautical expert for the maritime court of Panama

In the public sector, he has held various posts as Regional Chief for the General Directorate  of Seafarers in the New York Office and later, in Miami - Florida.

an active member of the Panamanian Association of Marine Officers (APOM), where he has had participated on various occasions in its Board of Directors as general secretary and vice president of this association.

Currently he is the Deputy General Director of Merchant Marine of the Panama Maritime Authority.

Jason Silber

Jason has been observing the ever-morphing marine and bunker scene for the better part of a quarter century.  Starting out in 1995 at Oxford-based MRC (the stone-age era predecessor to Lloyds Intelligence), he soon became team leader of their US office.   Following a diaspora in finance and a deep longing for the marine business, Jason jumped back into the briny as a senior analyst at Ocean Intelligence, moving on to found the business development unit of Peninsula Petroleum Ltd, and later shifting over to head Platts Ocean Intelligence, followed by the founding of SeaCred LLC in 2019, an innovative, rapid-response, get-smart-quick marine credit reporting and charter check agency.  Jason authors numerous articles on the sector and publishes the highly-anticipated semi-annual 'Top Ten Bunker Players' market survey report, in partnership with Ship & Bunker.

J. Stephen (“Steve”) Simms is a Principal of Simms Showers LLP.  He serves as Chair of the International Bunker Industry Association (IBIA) Legal Working Group and is a past IBIA’s Board member.


 Simms Showers is one of the world’s most active law firms working in the area of bunker trader, broker and supplier representation, vessel arrest, maritime attachment, and related maritime remedies for creditors. The Firm has to date recovered over $700 million for its clients as the result of vessel arrest and maritime attachment proceedings throughout the world.


 Mr. Simms was selected for the United States Department of Justice, Honor Law Graduates Program and served as a federal prosecutor.  He was Editor‑in‑Chief of the Northwestern Journal of International Law and Business at Northwestern University School of Law (Chicago),  holds an M.A. in International Studies from The Johns Hopkins University School of Advanced International Studies, and a B.A. in International Studies from The Johns Hopkins University.


He is the Husband of his wife of 30 years, Denise, and Dad of daughter Alison and son John,  and of West Highland White Terrier Barrett, who enjoys chasing squirrels with the same enthusiasm that Mr. Simms has for chasing ships.

Bahadir Tonguc started his career in 1997 and he had worked as a shipbroker in various shipmanagement companies before establishing Supramar Shipping in 2007 and since then, the company is actively engaged in bulk, breakbulk and project cargo transportation.


He is a partner and senior lecturer of Martred Ltd. - Maritime and Training Center of Istanbul. Martred is a recognized partner of the Institute of Chartered Shipbrokers and the only authorized body in Turkey to provide training course for ICS examinations.


Mr Tonguc is a founding member of Shipbrokers Association of Turkey where he served several terms as vice-president. 


He is a member of The Propeller Club - Port of Istanbul where he is responsible of the Shipping Committee.


He is a member of Bimco Documentary Committee.


Tonguc is a Chartered Shipbroker and he is the chairman of the Institute of Chartered Shipbrokers - Turkey Development Branch.

Hakan Tufekci

M.Hakan Tufekci is a founding partner in Tufekci Law Firm. with a specific focus on Maritime Law, Maritine Insurance and Arbitration. He has his LL.B from University of Marmara in Istanbul,  LL.M  from University of Wales Swansea,UK. He is a PhD candidate at Galatasaray University in Istanbul. Hakan also lectured at Maritime College of RTE University between 2013-2015.


A Turkish qualified lawyer, Hakan has over 17 years experience in all maritime and commercial related matters working for bunker companies, shipowners, charterers, brokers, insurers, agricultural traders and banks.

Hakan is a specialist in bunkering advises bunker traders/suppliers on their day-to-day operations as well as he is very active in ship arrest in Turkish jurisdiction. He has extensive experience in settlement of bunker disputes. Hakan also advises shipowners and charterers for disputes especially arising from charterparties, bills of lading.

Hakan regularly speaks at international commercial law and international maritime law events as well as providing in-house seminars to the law office's clients. He has had numerous articles published in law journals in Turkey as well as worldwide.

Hakan is a Member of Ethics Committee at Turkish Football Federation.

Chris Turner

Chris Turner is the Bunker Quality and Claims Manager at Integr8 Fuels and is based in Singapore. Chris has close to 30 years of experience, with 20 years in laboratory and inspection and the last 10 in Bunkers

Hauk Wahl

Business Development Manager - Intertek Lintec

Hauk Wahl is the Business Development Manager for Intertek Lintec, responsible for the Americas and Norwegian market.


Prior to joining Intertek Lintec, Hauk Wahl spent 21 years in the Fuel Quality Testing and Bunker Quantity Survey business, holding positions in Sales and Management in Oslo, Fujairah and Houston.


Part of his career, he also worked with Marine Scrubbers and Marine Electronics.


Hauk holds a Bachelor’s Degree in Petroleum Engineering from Texas A&M University and a Master’s Degree in Management from BI Norwegian Business School. 


He is married with 2 children, and resides in Houston, Texas.

Gary Walker

Gary’s introduction to marine fuel testing began at Intertek Lintec as a graduate chemist in 2000 when he began work as a Marine Fuels Laboratory Technician. Gary was subsequently promoted to a Customer Service role which involved him supporting clients in a technical capacity and being involved in several special projects, including the management of Pre-testing operations in Rotterdam and St Petersburg. Following a move into technical sales  working with both existing accounts and new business opportunities, Gary moved into the role of  Regional manager for Asia Pacific, a role he has held for the past 9 years.

Gary works closely with several Lintec’s major clients, being responsible for technical customer service and handling any high-level investigational work they may require as well as being responsible for AP Business Development.

Tracy Wardell

Tracy began her working life in the chemical industry as a Research Chemist with ICI.

Having held a number of research and development positions, Tracy joined the Oilfield Chemicals Division of ICI, where she spent 13 years, working closely with customers, solving technical issues through the development of new products.

In 2011 Tracy joined Lintec Testing Services, now Intertek Lintec, as Operations & Key Account Manager. In 2014 Tracy moved into a commercial role, within Intertek Lintec, as Business Development Manager, targeting growth in the European region. In 2019, Tracy resumed a technical role within Lintec where she is now Global Technical Manager.

Tracy is a BSc Chemistry graduate.

Peter Zachariassen is an experienced CEO with a demonstrated history and international background from the Bunker Industry. Combined with a pragmatic yet strategic mindset, Peter also has deep operational insights from his many years in the industry. Peter is setting the bar high, when it comes to development, new ways of working, trends and customer demands. The smooth 2020 transition is one of the recent achievements, where a combined strategic and operational focus showed proper use of that exact experience. Simplicity, digitalization, expansion, low emission fuels and customer partnerships are the key focus areas on Peters desk and areas where we will see Bunker One accelerate the coming years.

Yunlong (Joe) Zhou

Yunlong (Joe) Zhou has 27 years’ experience in the shipping and bunkering industry. He started his career at sea, where he obtained his Captain’s licence at the age of 27. He then moved ashore to become a shipping manager in a shipowning company. After that he worked for Lloyd’s List Intelligence, where he became Interim Head of Credit Reporting before moving to Bomin as Credit Manager for Far/Middle East. Joe joined Fratelli Cosulich in 2018 and is now Group Head of Credit. Joe has an MSc (with distinction) from University of Plymouth, is a Chartered Member of the Chartered Institute of Logistics and Transport of the UK, and was a Visiting Professor of Jimei University, China. He was the course director of a bunker credit management course organised by IBC Maritime Training Academy, and has spoken to and/or chaired a number of international bunker conferences.
